I think you have to be exceptional in that subject and meet the reqiuments to qualify for one. traditionally you don't apply you have to be applied to or offered etc. but am not sure

it's a form of Recognition of experiential learning! So if you've achieved a lot in your field, but don't hold a relevant degree, they can recognise your work with an honorary degree!
