Specific positive directions (meaning something your kids CAN do) always work better than saying “Stop ____!” This is because saying something like “stop yelling” isn’t specific and doesn’t give a child an alternative behavior. We as adults might think it’s obvious that if they STOP yelling, they should START being quiet, but kids actually don’t know what they CAN DO instead, and they might start doing another negative behavior even if they stop yelling. Plus, they are looking for a big reaction from you, whether it’s good or bad, so don’t give that to them and remain calm.  My 2YO gets one chance to have a quiet voice with this approach before I give her the consequence of removing her from whatever activity she’s doing, whether that’s bath time, being in a restaurant, being in a library, whatever it might me.  This has worked so well to get my 2 YO to use a quiet voice in almost any situation!
