I do believe there was a sister rivalry but like in any kind of sisters relationship. Visenya was the oldest so I think her love towards her siblings was more maternal than romantic

when I consumed the story, I took it as Visenya was the true ruler. she had the smarts and warrior strength. aegon and rhaenys were safe thanks to visenya. almost the mother of the group.
