It's not a scam. The local currency fluctuates such that they may lose on the exchange. The US dollar is far more stable. They add a cushion in local currency to compensate for that fluctuation.

Any currency other then US is a higher fee. I did my research, so you never got ripped off. I’ve been to a few countries that have this policy.
