up and down are superfluous in these examples anyway. wash something. cut something. write something. buckle something. tie something. it's neither up nor down so it really doesn't matter.

Actually, where I'm from we do say "pack down" along with "tear down" for putting away party supplies, or a stand, or a tent, etc. We also say "wash down" for cars and some other big stuff
