Targeting is intended to protect the tackler as much as the receiver/runner. Leading with the crown of the helmet can lead to severe concussions and spinal injuries.

The rule was created to protect the tackler as much, if not more so than the offensive player. Head down posture striking with the crown risks a broken neck - thus the rule.

They are also trying to get players not to do that because it is a danger to themselves. One day maybe all of this will lead to players not having as much CTE. But hitting from the top of your helmet is the worst.
