BAM have form for this. Tender a low price, sign the contract then BAM, they multiply that price by 10 or 20, and there is nothing our inept government can do about it.

I walked past it in march this year it was just a shell.nothing inside and the government were telling us it opens this year.if it opens in 2027..just one question.how will they get 5000 staff there.
