the only issue is the ritual is defined as arcane. so technically it should be an arcane spell casters. divine liches were a different thing in 2nd edition.

Lichs do not even have to look like skeleton. They are simply dead beings. The Lichs that are skeletons are simply hundreds of years old after all the flesh has decayed away.
