It's a tax for employers. It's up to them how they manage to pay the tax as well as all of their other tax and expenses. It is not a tax which you will see in your pay slip.

There are lots of novel ways to raise the tax take and tackle inequality but it would require bold action and breaking lock step with conservative dogma which KS and RR seem reluctant to do
