a bit excessive....there's a hell of a lot more going on than bad drivers but, govt officials need their quota. probably 3 people going to work to lose about a third of their earnings.

How about if your cell phone on a holder? In your car or on a dashboard. N if you dial a number will still get a ticket. ?
