I've never seen fresh air intake for energy efficiency, but fresh air intake is to bring in fresh air, so you don't have stagnant air in the house. It's common to use in a lot of commercial units

This is not all entirely acurate. Mechanical ventilation is required regardless of energystar if the home is too tight and does not meet the minimum air changes per hour from a blower door test.

That’s for make up air, houses are going negative pressure when exhaust fans run in the house. A Tight houses need make up air.

I was told by GC that once go above 97 percent efficiency it needs fresh air from the outside. I don’t know if it’s true you’re not .
