He doesn't have to end the war in Ukraine. All he has to do is end it for the US by not funding it with the US citizens coppers. US no longer participating therefore no war affecting the US. Same thing he can do with Isreal

When the USSR broke up, the United States promised to not expand NATO toward Russia. If the USA agrees to follow that agreement, then the war ends.
