I don’t think this should apply to weather delays because that is just going to start forcing airlines to try and takeoff in hazardous weather just to keep from having to refund a lot of passengers. If it’s the airlines fault due to staffing shortages, or other issues that can be addressed by the company itself then, of course they should be the ones refunding us. But airlines can’t control the weather so they shouldn’t have to refund us for keeping us safe and not taking off if there’s a know hazard being in the sky.
