Well, epoxy is a lot weaker, so making it that strong makes no sense if the ribbon can not bind to the concrete strong enough.

Drill a hole at each end to make a dumbbell shape then epoxy your strip - would that bomb proof it? Comment from a woodworker who uses bowties to stop cracks.
