In a medium bowl, whisk together flour, baking powder, baking soda, salt, cinnamon, pumpkin pie spice, and nutmeg. In a separate large bowl, whisk the melted butter and oil with both sugars. Mix in the egg and vanilla. Add the pumpkin, sour cream, and milk, mix until fully combined. Fold the dry ingredients into the wet until just combined. Do not over mix. Spoon or pipe the batter into each donut cavity about ¾ full. Bake 10-14 minutes until a toothpick inserted comes out clean.  Let the donuts cool for a few minutes so that they’re still warm but not hot.  Brush or roll the warm donuts lightly with melted butter, then roll in cinnamon sugar. Enjoy!
