SITREP: MANILA | 5 ways Mayor Isko Moreno is tackling Manila’s flood problem Manila City Mayor @Isko Moreno is taking a hands-on approach to address the city’s persistent flooding, combining immediate solutions with long-term proposals.  Here’s how he’s tackling the problem: 1. Mobilizing all 896 Barangays for weekly declogging operations  -Under Executive Order No. 3, series 2025, Domagoso has ordered barangays to regularly declog community manholes and drainage inlets, especially every Saturday. “They are guided properly to augment the proper flow of water,” he said, emphasizing that flood prevention starts at the barangay level. 2. Consistent decogging along Taft Avenue and other Flood-Prone Areas City government personnel, with support from barangay officials, are conducting daily clearing operations along Taft Avenue, one of Manila’s most flood-affected roads. The Mayor personally inspected these operations after reports of silt and soil, not garbage, clogging drainage inlets. 3. Fast-tracking infrastructure repairs, particularly for Pumping Stations  Domagoso called on the Department of Public Works and Highways (DPWH) to immediately repair newly built but non-operational pumping stations, such as the one in Sunog Apog, which is critical in draining floodwaters from Quezon City to Manila. He also acknowledged that MMDA-managed pumping stations are generally functional, stressing the need for close coordination to prevent massive flooding. 4. Strict compliance with the Manila City Drainage Master Plan -The Mayor has ordered that no road or infrastructure project will be approved unless aligned with Manila’s first-ever City Drainage Master Plan. This plan, initiated during his first term, serves as the city’s scientific guide to ensure proper water flow and prevent further obstructions in drainage systems. 5. Calling for more Sewage Treatment Plants (STPs) Domagoso urged the national government to build more sewage treatment plants in strategic flood-prone areas like Baseco, Parola, and Roxas Boulevard. “The long-term solution is to create more STPs.
