I had a boss who did that to me countless of times. They regretted that when they had to pay me more than a month worths of PTO when I left 😳

Only in America. In Eu/UK, HR would be getting on to you to take your holiday (vacation) time. Or you would be getting sent home to take it. PTO improves productivity

HR job is to make sure everyone is following the handbook and trying not to get sued. PTO should always be available for employees. However, some companies do have set of rules you can't use.

my brother had this happen to him. he to HR & HR looked into in approved his PTO & the manager was fired after it was discovered she declined all PTO the 2 years she was manager.

Here in the UK, in the company i work, we get told off for not taking our annual leave. You get constant notification about for remaining entitlement from the HR and immediate manager.
