No amount of garlic cloves is excessive. You can over do garlic powder, but not cloves. It's the "now add two cloves of garlic" bs that is total garbage. I interpret "2 cloves" as 1 bulb minimum.

When a recipe calls for 3 cloves, I always add 40, so seems right to me!
