It's all about the *expected* reward or penalty. The actual reward or penalty is only relevant to training/learning. Same with humans. If it can calculate it, we have it IMO.

The thing is, pain is (afaik) an organic concept. AI may be programmed to interpret something as pain, but it may be that Intelligent Agents have no concept of it, vs, say, hunger.
