It's pretty easy. That helicopter was probably operating under see and be seen rules. The tower gives the advisory and the helicopter has to look out for the airplane. It happens daily

Blackhawk crew obviously did not see the second aircraft coming in from south while seeing the departing plan, thinking that was the plane it was told to get behind. Question: did that other plan not show on their radar for some reason?
