I worked as a beach lifeguard back in 2012 and this was a big problem then. Sewage and leaks. We used to get water leaks all the time and just gallons of water pumping out into the sea for days because they wouldn’t bother to send anyone to fix it after we had reported it. Sewage outflow in the rivers where I live is a serious public health issue.
