Correction: The "X" doesn't mean it can be overclocked, it just means it comes pre-overclocked from the factory. Most standard Ryzen CPUs can be overclocked with a compatible motherboard.

Fun fact, performance tier is actually how many cores passed factory tests, the chips are all made the same, but some of the dies fault, and they're just turned off and sold as a lower tier product

The 9900X has 12 cores and the 9950X has 16 cores, thats not „slightly“ better, its a LOT better (depending on task ofc!)

7650x isn’t a cpu, a 7950x is tho. And a 7800x isn’t a cpu either, it’s a 7800x3d. The generation doesnt matter that much, a ryzen 5 5600 is better than a older ryzen 9 3900x in terms of (1/2)
