You gotta dry those scallops, hit with s&p and pan sear them first, remove the scallops, deglaze the pan and then make the risotto.

I’ve never seen a seared BAY SCALLOP in my whole life living in New England. A U-10 sea scallop? Yes. Seared. Bay scallop in pasta, risotto, paella etc always sautéed, steamed etc
