I saw a movie about this, basically the groundhogs create a time warp around one person so the day passes normally for everyone but that person who is forced to do the groundhogs bidding.

simple answer. there's a groundhog that on a certain day leaves it'd burrow. they're naturally skittish so when it sees its shadow it fives back into it'd burrow. shadow means 6 more weeks of winter.
