Most stores stopped having petite sections years ago (Nordstrom Macy's, J Crew) or never had them at all (Target, Walmart). It's exclusive on both sides.

target is so disappointing. I love walking round and shopping but clothing is done honestly. I tried getting a swimsuit 1 year and it was HUNDREDS of tiny bikinis for $20 but A SINGLE $80 ONE PIECE.
