no the bishop is not worth more, because it cant move either, from that position it cant capture or threaten anything, and if it moves from that diagonal, horsy will be free.

it's really just relative value. in simple terms. bishops are better when the position is open (not cluttered) and knights are better in closed positions (cluttered)
