@cbsnews: A southwest Detroit neighborhood was seemingly frozen in time this week when a water pipe burst on Feb. 17, sending floodwaters through the area at the same time the region experienced sub-zero temperatures. Officials said as much as 5 feet of water ended up in the street, according to CBS News Detroit, with video footage showing the icy water reaching up to the windows of some vehicles.
