I think almost uniformly when someone says "bad editing" what they really mean is poor pacing, as in "this needed a tighter edit"

There are plenty of beautiful stylish movies that were poorly directed. A great DP and production designer will make a movie look terrific, but it still needs a good director and screenwriter.
