That’s not the reason why crime fell so precipitously in the 1990s. It’s laid out and documented in “Freakonomics” (a book by a Chicago U professor of economics and a NYT journalist). It’s because of Roe vs Wade. All those babies that would’ve been born in difficult socioeconomic situations were never born. The opposite happened in Romania: they had the chance to pass a similar law but the dictator Ceaucescu wouldn’t have it. So all these kids were born, and swelled the population into an unemployed, unhoused and angry tsunami of people that (tipping point later) stormed the presidential palace, deposed, arrested and hung the dictator and reclaimed their country. I’m not saying what this man wrote is nonsense - it’s a contributing factor - but the core reason for the drop in crime is the drop in criminals. And the drop in criminals is the massive drop of births in underprivileged (and frankly speaking hard poverty) households. Freakonomics - by Stephen J. Dubner and Steven Levitt. It’s a great and fun book to read. This topic was just one chapter in the books. The two writers wrote a couple of follow-ups and now host a podcast as well. Highly recommended.

There is also a correlation with Roe v. Wade. Women know when they shouldn't have a baby. Bad guy, bad sitch, no money. Fewer kids born in bad circumstances
