Honestly, leashing your dog to walk him is not just for others safety, but for his own. Everyone thinks that nothing is going to happen to them until it does then they wish they would’ve leashed them.

Not all dogs are friendly. That guy is asking for a lawsuit and dogs may unnecessarily get put down bc he failed to leash his dog. Dog fights are very real and have dire consequences.
