Season with salt pepper turmeric and saffron water. - cover the pan and let them cook on low heat for about 2 hours or till the shanks are literally falling apart. -  boil the soaked rice for about 7-8 minutes till 90% cooked. Then take a small amount and mix it with saffron water and a bit of dill. Mix the rest of the rice with dill. - in a pot add a splash of oil.
