I think the concept of disasters becoming political is more along the lines of aid being tied to political fealty and that becoming far more obvious as of late.

I am always baffled at the heatlessness required to leverage aid post-disaster for political compliance. Even pre-disaster in the case of cuts to warning systems! (ex: disease & weather)
