Africa, the Middle East and Eastern Europe are poor because they are periphria, and the centre of the world economy is the Western world, and therefore they have money. If it's about leaders and so on, why is Arabia with a monarchy rich? Because they think about people? Of course not. It's just that any country that has good finances will change for the better.
