Check out this impractical and very expensive combo i thought of. Cast Apex Devastator holding priority then flash the dragon countering your Apex Devastator. Thats about 8 Cascade triggers

its also because people simplify the commander rule as "when your commander changes zones" but the actual rules don't include changing zone TO the battlefield

You do NOT check state based actions as soon as a card resolves. Only afterwards when a player would gain priority. Minor distinction.

Wait since you are countering their commander means that it is there turn you can’t play a creature during someone else’s turn unless it has flash and this card does not get around timing rules
