The tow truck is at fault 100% for not yielding. But, the driver of the fire truck is also at fault because he or she was driving too fast for conditions and not using due regard

fire was maintaining their lane since the slow car in front and tow werent yielding, at the LAST second the tow truck swipes into fires lane? yeah how bout we just yield to emergency vehicles

It seems as if the tow truck was going around the vehicle in the right lane, the fire truck was speeding so he may have not noticed because he was going around the car in front of him
