if you don't have proof, the police will talk to neighbor. and unless neighbor confesses, they can't do anything but make a report. those planters are very close to someone's driveway.

Do nothing. Re-install with cemented in sharp point polls so he pops a few tires. State they are there to prevent the planters from shifting in place because they somehow fell apart one day.

Not terribly neighbourly of you to put big metal planters right beside her driveway where car doors usually swing open . Two or three feet from her driveway,just fine! Damaged after that, call cops.

Considering the size of their driveway, I do think those planters were poorly placed. Not much room to get in and out of their truck, but they shouldn't have damaged the planters.
