as a horse rider- despite everything else this is dangerous for the horses to walk on smooth concrete if they don't have boots put over their hooves. it's very easy for them to slip and break legs

Wait just a minute. You can take a dang dog in Walmart that is not a service animal, so what is wrong with taking your horse in. I haven't been in a Walmart in 5 years because they allow dogs in. People carry them in their arms walking around in the meat section put them in the shopping cart where you put food or where you put your child. If you complain to the staff they say they can't do anything about it. So let the horses in too. What is good for the dog is good for the horse.
