Elon has zero power. His only power is given to him by the President directly and that was the job of auditing. Auditing requires no authority at all, just a security clearance, which he already had. Everything else that happens comes directly from the President, or through some middle manager that was ordered to do something by the President. If you belive anything but the above - your party is lying to you.

They are planning on using the sketchy wording of the executive orders to dodge accountability. Their problem is that there is no contract or order available to allow them to just "follow orders" and then claim reasonable innocence.
