Where is this guy been for the last hundred years it is absolutely normal. States have to have a 75 or slower speed limit for federal funds the drinking age of 21 or you lose federal funds.

If you’re taking federal handouts, you have to abide by federal law that’s it. Harvard shouldn’t be tax exempt. None the university should be.
