In California, a 16-year-old with a provisional license cannot drive with passengers under 20 for the first 12 months, unless accompanied by a licensed parent, guardian, or other adult 25 years of age

Nothing make sense other than parents are at fault for giving a car and or car keys to kids, and a kid driving other kids??? Not acceptable. Sorry for their families. May they RIP 🙏

bro the oldest r 10th graders. how young can u get ur license in california? here in massachusetts, we could only get it a 16 1/2, after 6 months w permit. so most of were finished w 10th grade alreay
