Run the bigger sprocket on the crank, then gear it from there with different pinion gears.

You need to do a governor delete because it sounds pretty restricted and a throttle governor and is this thing automatic or a manual

big sprocket on the motor and small one at the bottom. for every one rotation from the motor, you will get multiple from the small one
