In my mind it is never ok to randomly stop them when they are just living their lives. Most celebrities do public engagement/ meet and greet, so go to one of those sessions

Your fans are the very reason you have success, so it is the price of fame and a bit ungracious to balk at at! However I would never impose on a celeb if they are eating dinner etc. with family.
