He needs to remove worker limits, let players be limited by how many beds they can fit into a building and their own creativity, not an arbitrary max limit that makes no logical sense in reality

Cartel = new combat interactions or could affect pricing so you cant scam your customers too much police raids = new combat interactions and changes your production setups.
