Because no European country wants to pay for it. This is something that will take hundreds of years to be profitable, western ideology and economic education says it’s madness. China doesn’t think like that, there, money is to be used for the good of the people even if it’s unprofitable. That’s communist ideology and not how deeply capitalistic societies such as most EU countries work.
