I thought it was only cause they animate like them old cartoons, first they do the body then add the head and the accessories are to cover up the gaps. Am I thinking of it wrongly

A lot of older cartoon characters had similar traits for cell purposes. For lots of artist, they grew up seeing cartoons this way so it's almost instinctive to add something to the neck.
