The National Emergencies Act of 1976 gives the President the power to declare a national emergency and unlock special powers. However, it also gives Congress the authority to terminate the emergency. • Congress can pass a joint resolution to terminate the national emergency. • However, since a joint resolution must pass both the House and the Senate, and then be signed by the President, the President can simply veto it. • Overriding the veto then requires a two-thirds majority in both chambers, which is very hard to achieve unless there’s strong bipartisan opposition. Looks like America needs another constitutional amendment otherwise it’s a dictatorship
