There is no reason for Cambodia, a small country with a small army, few weapons, and a small economy, to attack and provoke a conflict with Thailand, a large country with many armies, weapons, and even F16s, and a large economy. Unless Thailand violates it first, Cambodia is only defending its territory along the border, which is defined by the Franco-Siamese Treaty of 1907. So why is Thailand afraid to go to the International Court of Justice (ICJ) to resolve the border dispute? No matter who wins, the nationalists cannot be blamed because it is an international decision of jurisdiction.
