Helping everyone confused; The horse is twitching due to the fact that the pieces of hair feel like flys. No, this does not hurt the horse and people have a lot of reasons for doing this. The mane and tail are usually used to help keep flys away, however, you can just use fly spray, and fly traps. This horse is relaxed, maybe even bored at best with the way it wouldn't stand still. It was chewing at the start of the video, which is a sign of relieving stress or being relaxed. Honestly, with how shiny this coat is, I'll say the horse is well taken care of, and the owners know what they're doing with the mane and tail. Mane and tails grow fairly quickly, so nothing to worry about people!
