When it was rolled out in 2005 it should've been the automatic new ID. The way it was implemented made it optional. which is why so many people didn't make the switch.

It's not low compliance trust me, its NO AVAILABLE APPOINTMENTS AT ANY GIVEN TIME! The state is so densely populated that any appointments that pop up get snatched up immediately.

You can travel without an ID if you’re an American. I’ve done it before with extra screening and pat downs.
