Might be because they're young and just look like that. More interesting would be that theory that Lorelei is Will from Gen 2 Elite 4. Both are Psychic type trainers and the first in the Elite 4

I headcanon Bugsy as trans. In the earlier Pokémon games all Pokémon on a team would have the same gender as the trainer. Bugsy's team change genders between gsc and hgss.
